not sure what you mean by power out...

our 350 has a dial throtle - we set ours at 1800rpm and usually don't have to touch it all night...

Is the air restriction light comming on? Even faintly? Have seen a couple of faulty sensors. It is back in the power box in front of the batteries. If it comes on it will derate to 50%. Unplug sensor wire and get on the phone to the svc dept. Can run with it un-plugged.

We have had all of the problems mentioned and found the 350 is real sensitive to a dirty air filter. Blow one hyd hose in the front and the oil seems to clog the filter. Have also had a HUEI problem early on, repaired by CAT and hasn't been a problem but also hasn't been the same since. I almost wish we had the computer and software to "see" the engine while running. Gonna have to work on that. We did find out that the processor isn't seeing the speed sensors in the final drives. Trying to squeak out the rest of the season till summer service to correct it.
